The difference is that the cables for the lace version (item no. 659-7) are 63 cm long, while the cables for this standard version (item no. 759-7) are 55 cm long. This version is primarily used with standard-length needle tips. These cables should not be used with long lace tips; a short cable with long tips would be impossible to knit with.
